Jesus. How in the fuck can you not hear a train coming?? Even if you were deaf, you would feel the vibrations on the tracks long before the train ever hit you.

They should consider the possibility this was a suicide.

Wow... I know trains can be really silent if you're right out in front of them and looking away, but with the horn going, you'd think he would've noticed it.

Yeah, that is odd.  There's a biking trail I ride sometimes that joins (well runs horizontal at a point) a railroad track and you can definitely be taken by surprise at how silent a train can come up on you but the horn is L O U D!  Odd at best.
