No way will he go to Chicago, and I'm a Bears fan. They just aren't good enough anymore. The Grossman era destroyed a potential "mini dynasty".
Going by that list, I will say these teams are gonna make a serious run at Favre...
Washington(cap room?)
Buffalo 
Baltimore(obviously my prediction)
Detroit(MIGHT be interesting)
Carolina(a serious possibility)
Minnesota(already confirmed interest and a smart move)

You figure it would be a team that is not simply weak at QB, but is ready to win now with the rest of their team. So teams like the Jets probably won't be interested because they're just not going to be a playoff team in the next year or two, and have nothing to gain from signing him (or by allowing Pennington to keep playing).
Minnesota would be the best fit I think. The rest of that team is pretty good, with Favre there they would probably win that division with little trouble, unless Rodgers proves to be greater than anyone could guess.
Philly should also consider him, but I don't see it happening.
I've always liked Delhomme but Carolina may want to upgrade - although I don't know their cap situation, or how their running game or defense is expected to be.
EDIT: Don't worry about Buffalo James. There's no way they'd do that, especially with how cheap they are. Expect Edwards outt here to start game 1 with Losman watching with a clipboard in his hand.

Used the nervous smiley because it would be such a bold move by Buffalo and a strange choice for Favre. I wouldn't be so quick to rule it out if I were you, but like I said, I really think he'll go to Baltimore. Ravens only need a QB who can manage a game, and with the style of offense they use, Favre's arm known as the interception machine would be turned off for big chunks of the game.
It all hinges on what Favre really wants. If he wants a ring, he goes to a 2008 contender. If he wants one last massive paycheck, he goes to a shit team willing to give him a blank check.

Packers GM, coach say Favre can return to team as Rodgers' backup
GREEN BAY, Wis. (AP) -- The Green Bay Packers' general manager and coach don't plan to grant Brett Favre's request for his release. If he does rejoin the team, they told The Associated Press, it won't be as the starting quarterback.
And Favre is unlikely to accept a backup role, GM Ted Thompson and coach Mike McCarthy acknowledged Saturday in their first public comments since the 38-year-old Favre demanded his release this week.
A trade may be the best resolution, but Thompson and McCarthy declined to discuss that possibility. Thompson said he had not received any inquiries from other teams as of Saturday morning.
"We've communicated that to Brett, that we have since moved forward," Thompson said. "At the same time, we've never said that there couldn't be some role that he might play here. But I would understand his point that he would want to play."
When asked whether that role might be as a backup or coach, Thompson said: "not a coach."
Added McCarthy: "He did ask about that, though."
Favre, who led the Packers to a Super Bowl title after the 1996 season, held a tearful news conference to announce his retirement March 6. The Packers planned to begin the season with Aaron Rodgers as the starting quarterback.
McCarthy said he and Thompson were in constant communication with Favre throughout the offseason.
"Quite frankly, it's a little gut-wrenching as an organization to go through it, and certainly for Mike and myself," Thompson said. "This stuff hurts a lot of people. I mean, it hurts. I'm not talking about physically hurting, but the sensitivity. We understand where the fans are coming from. This is a hot-button issue that surpasses anything I've ever gone through."
