I don't regard it as an inconsistency, it's simply how bands work. There's material (riffs recorded on phones in hotel rooms, old CD demos) but they haven't formally got together in studio to record it.
When Kirk Hammett lost his phone full of riff ideas for Hardwired, "nothing had been done" on recording the album, but he still had 300 riffs in mind for it.

It's how bands work. Plural. It's common practice across the industry. It's a question of semantics; they're not "working on the album" until they're physically in a studio, but they're bashing around ideas ahead of time. It's how all creative jobs work; film screenwriters will have ideas bubbling around in their head and notes jotted down for projects for years, then they actually put finger to keyboard and the script takes a month or two (or three, or four...) to write. So would you say that the script took a month to write, or ten years?

I can see that, I'm sorta the same. I saw the NITLT in 2016, great show. Loved it. They came back around to nearby Hershey, PA the following year. Probably 90 minutes away. Nice summer night in August. I didn't go. Nope. Just saw them already. I forget if they played indoor stadiums one winter, regardless didn't go.
If they tour let's say 2020, maybe I would see them, but probably only if they released some sort of new material. Otherwise, on principal, I just couldn't I don't think.
I saw them (twice in two days!) in 2017. Skipped Download 'cos I have no interest in festivals; I'll see them when they play a proper stadium date near me next time they come around. I still haven't caught Madagascar or TWAT live with the NITL line-up!

No you’re misunderstanding me...i don’t care what their process is or how they do it. If it took them 3-4 years to create something then i accept that.
Axl has produced nothing and there may not actually be any money in it anymore.
