I don't think those "1999" pics are accurate. They seem to fit in 95-96 canon more.
His appearance starts to change around 1998 in a consistent direction.
The rollercoaster pic is super badass.
Axl didn't start hanging with Critter until around September 1998, yet Critter is there in the middle in the Halloween picture. The guy who supplied the picture, on the left, was there and captioned the photo as himself, Critter, and Axl. Judging by Axl's hair length (you figure in the January 2000 RS interview, his hair was described as "Prince Valiant length), I think 1999 is the right year. Either the end of 1998, or sometime in 1999.
