the topic of what held this album up is really interesting and deserves more attention.
Jokes aside I agree.
I think it's a side effect of Axl getting control of everything. Back in the day he took a long time and only had to do his vocals. He has a slow methodical approach to working i'd guess. But now Now he does that, plus cuts the guitar parts, mixes the drums, overseas the synth programming, mixes the tracks, produces the song...does it all...in addition to all the non-musical shit with GNR, deals with the label, fights over merch, the lawsuits, his personal life stuff....
Bottom line is old GNR was a creative machine with many songwriters and a ton of legal and label people and managers doing stuff. These days Axl is doing all of these rolls to some extent as well as what he used to do. OR that's my guess.

I think you're right but that should only add 3 or 4 years at MOST to the recording of CD. It still should have been out in 1999.

I would have placed it more around like 2002 than 1999...but the I do wonder what happened around that time that made it take a futher 6 years when it sounds like the bulk of the work was done. I wonder if Axl was depressed or just too many non-music law suits got in the way or what.
Another thing...has bucket ever made a statement about leaving GNR? I was wondering the other day maybe if Axl cut and pasted his guitar tracks like he did to bumble and brian may and he didn't take to it. Pure speculation. But I'd be interested to know - as I think many professional guitarists would find such a process challenging.

It is very sad that Cd is the only album we've seen so far from this recording session. I think most people genuinely thought that the delay would be counter balanced by a release of 2-3 albums in short succession to make up for it.
I feel people have now let Axl off the hook somewhat or just given up any hope of new music.

What's more, there were no b-sides, out takes, interludes, jams, covers, videos, studio diaries. All that time fucking around hell they could have put together a whole heap of shit that could have passed the time away. Instead we got balloons! Fucking wasters.

Jim Barber (the A&R man in '98) claims the album was well enough done for a '99 release, but OMG happened and you know the rest.
Tom Zutaut (the A&R man in '01) says the same about a 2002 release, but given Axl's appearance during the ill-fated tour, it was plain that his mental state wasn't as good as it has been on subsequent tours.
Marc Canter implied the album was done in around 2002, but label issues prevented the release. Doesn't make complete sense as is, given the label cut funding after an additional year, and Axl fiddled some three years on Sanctuary dime.
