Different venues. Different fans. The practice is being carried out.
What are the constants in all of this?
I don't see any rhyme or reason why it happens when it does and where it does. One venue in NYC abides by this policy, yet another one a few days later did not. This happens too inconsistently to draw any conclusions. I've been to shows in LA, SF, Oakland , NYC, and Las Vegas and have never seen this. Russ, for as many shows as he's been to, just saw this the other night for the first time.

Some Possible reasons for inconsistency:
- Maybe it's only done in situations where Axl has demonstrated significant nerves or angst of some kind before a show. For example if he's been ill at present they may have wished to keep him in the best possible spirits.
- Maybe it's a policy of someone on the crew, but that it's obviously not their primary role, so on some nights - if there's been a drama with the soundman, or if part of the stage was missing from the truck, or if there's some scheduling complication - they just outright don't get around to giving the order to security or making any effort to enforce it as there's bigger problems.
- Maybe they care more on nights with proshot filming because maybe they have plans to eventually release a DVD etc.
- Maybe they do always instruct security of it, but some venues consider it inane or otherwise ignore the instruction and it's only been taken seriously by a handful of venues.

Some make more sense than others. But, I can tell you for a fact there was someone at the LA Forum show dressed in a tophat and curly wig, and that show was streamed just like Chicago. So, it was pro-shot, too.
