The album could be finished and if it is I wouldn't be surprised if it is still in the clutch's of Axl's hands. The problem with this is as long as Axl is in possession of this album he will be tempted to change something else...thus the album will never be done.

Axl wanting to change things for the sake of "perfection" as some refer to it was never a problem....him changing shit because a certain member of the team leads a "negative" energy lifestyle is a massive issue...
one thing that CR article showed is that Rose is after a perfect selection of people....clean, non smokers, non drug users...non porn watchers....weird when they need to be...but "normal" at any other time....yes men...deep pocketed record execs....and the list goes on....
an impossible task even for Axl Rose....
this record was changed so many times, because he didn't want some guitar or drum part which was inspired by tits and ass on tv to be in it....madness.....
i wouldn't be surprised if this thing was changed so many times due to karmic issues that it became negative in its energy for that reason only.....so the only way to get rid of that is to redo the whole fucker from scratch....which is what might have been happening....
the irony of the whole lot is how he doesn't appear to mind belting out Jungle and ISE and cashing in still to this day on those sings which were fuelled by nothing other than substance abuse.....that energy seems to suit him just fine....
one thing i didn't see anyone mention as a potential hurdle is when Sharon Maynard (Yoda) died in early 06....this was the year we all expected the record....and her death must have sent him into a never-ending spin....what the fuck is he going to do now without his spiritual security guard...

Basically, the polar opposites of GNR members. To this day, Axl feels drugs ruined the band and he appears to be quite critical towards substance abusers.

When you put it that way, Axl seems to have more of an issue the UYI's than with Appetite.

Axl seems to think AFD represents all the positive things about the old band, and in order to tap into that energy, the '99 lineup needed to sink their teeth into those recordings and get into the 'vibe' that's evident in the album. While it is an album depicting a reckless lifestyle, substance abuse and what-have-you, it's also the best point of reference towards what Axl thinks the old band got right in the first place.
When compared to UYI's, it's "the better of two evils".
Loder: When you listen to that stuff back now, do you think, "Wow, that was a great band, that was a great time," or are your feelings clouded?
Rose: For me, when I hear certain things on the "Use Your Illusion" tour, I... on that record, it's... since I'm in it, I can hear a band dying. I can hear when Izzy was unconsciously over it. I can hear where the band was leaning away from what Guns N' Roses [had] originally been about.
People may have their favorite songs, and it may be on "Use Your Illusion," but most people do tend to lean towards "Appetite" as being the defining Guns N' Roses record, and I can hear how, in the sound, it was moving away from that there. The UYI era is what greatly contributed to what Axl came to be in the latter years, losing friends left and right and alienating the band, which is something he's wouldn't like to relive all over again.

Yoda passed on on 01/18/07, while Axl had made it to New York to finish up the recording. Whether or not she'd had health problems before the event or whether that information reached Axl's ear in late '06 is anyone's guess.
But Axl did lose both Merck and Mrs. Maynard when the finish line was finally in sight. Now he'll have to handle it by himself.

as you said why would he then sing songs about sex & drugs 
I would think that the porn that BH was watching was something out of the ordinary....maybe some weird hentai or extreme alternate hardcore stuff, but if it was something enough to disturb axl (who prolly seen it all first hand 
) then it must have been pretty twisted stuff indeed
also if he was intent on keeping it clean then why would he have a song called TWAT?
additionally the man drinks like a fish as has been documented by the Trailer park boys (Drinking them under the table is no easy feat i'm sure) and had his share of incidents in 02 and 06 (vancouver riot and biting the security guard's leg come to mind)..also his "best freind" in all this appears to be Baz who has had more than his share of substance abuse problems
I think he was looking for compatible personalities and loyalty more than anything
as to him having an issue with the UYI's over AFD...i'd have to agree, the songs they have performed from the UYI's tend to be the ones that were written relatively early in GnR's existence

One thing to add: Tommy's not clean for sure, I also have serious doubts about Fortus, Finck and Dizzy. And Axl isn't that sober since he refused to perform if he cannot drink booze on the stage.

true, because whilst during AFD, they were all fucked up (axl included)....he had cleaned up his act for UYI...whilst the others were still heavily addicted....so its a selfish reason...he cannot blame their substance abuse for AFD alone cause he was actively involved in it too...

sorry, i meant 2007....i'm almost 100% positive the woman's death threw him off track for a while....
@Neemo....the CR article clearly showed Axl's obsession with a "clean", untarnished record....drinking is ok, because he does it....if he was against alcohol, then that would be a problem too...i read somewhere that people aren't even allowed to smoke cigarettes when he's around....because he doesn't like it...it wouldn't surprise me if one or other studio engineer got his ass fired off the project cause he liked to light one up during coffee breaks....
this guy is nuts....and its his mental instability which is the sole reason for this record's delay....nothing else but that...if a slack, easy going and basically clueless Slash can release 4 full length albums in the last 10 years....it goes to show what mess Axl Rose is in mentally....

i don't think tommy stinson is totally clean.
i can't even guess as to who has the masters and what anyone involved is thinking. IF the label has the masters, there is still the issue of the remaining material. so axl would still have a bargaining chip.
were details of the contract ever made public? does axl owe them a certain number of albums?
