That's the way it works down there. The U.S. government are as about as efficient at working with Mexico and guarding the borders as a blind man as a NASCAR driver.
Mexico is some crazy ass throwback to the old West. Seriously, they will arrest your friends for committing no crime, but they will gladly release them for a fistful of dollars. No shit. It's like some federale in a Clint Eastwood movie.
