Yeah I think a new album is more likely than a reunion. There are at least SOME signs of the material at least being there for a new album. As monkeychow pointed out though, I highly doubt it'll be as easy as snapping their fingers to get it released.
To me though, there are NO signs of a reunion until Axl and Slash meet, make up, talk, something along those lines. The guys haven't spoken in 15 years or so, that's not something that just goes away like nothing happened.

I have no clue why you guys think another album will happen before a reunion (at this point).
Universal has HAD to of heard some of the vault, or at least a second potential album at this point in all these years, and obviously they're not in a hurry to put it out.
Universal seems to have no interest in it.
Axl seems to have no interest in it.
It's just not happening.
A reunion on other hand, despite Axl & Slash's lack of communication... frankly their communication ISN'T NEEDED. I highly doubt that Dave & Eddie sat down and bullshit with each other before they went on a hits tour.
Axl will do a reunion, and has considered it in the past, if the money's right and he's not pursuing future material (which is where he's at right now).
Chinese Democracy was a FORCED album. It's obvious at this point Axl never intended it for release.
Axl's on good terms with everyone except the main one. If he can patch things up with everyone from the old roster, I don't see why the other one is that hard, considering communication for a hits tour is not required.
Just about everyone in the business, GN'R business, past members, labels, promoters, industry people, and fans (actual ones, not the geeks) are fully behind a reunion, unlike a new album.
Now do I think ANY of this will happen? Absolutely not, or at least not in the near or distant future. However... I do think a reunion is more likely for the reasons stated above, than a new album at this point IF one or the other were to happen.

I'm pretty sure Uni is aware and ready for the second album, as is Axl. The album is already mixed. Carem just needed to be paid, the last I heard. No idea if he'll go back and put DJ on it, but considering CD, he probably will.
CD wasn't forced out. Axl wanted it out. He wanted it out AT LEAST a year before it was actually released. There's always been a financial element to the hold ups, and it seems CD II is no different.
And Axl never considered reuniting with the old band. That was something put out there by a certain somebody who wanted attention and intentionally mislead people about what Axl actually said...
It'll happen, it's just that stuff is never easy with this guy.

what is the financial element?
i know gnr have had their contract re-negotiated with the UYI's & CD, is that part of the problem?
if the songs on the next album are coming from the CD-era sessions then there can't be much overhead costs & if the BB deal wiped the slate clean from the 13mil+ CD budget then the label should be happy enough??
was are the hold ups exactly?
as far as i can tell it's axl's (lack of) enthusiasm for the project..
part of his lack of trying is obv due to strained relations with the label - & axl has ALWAYS been prickly (or a prick) in that sense so i don't see how it'll be overcome suddenly & things start turning up roses.. will we get a new album next year? it is possible but really history tells us there's little real chance..

i think that the next step is a new album..whether it is released to conicide with the next NA tour is doubtful but ya never know
like monkey and faldor i seriously doubt a reunion will happen unless some serious strides are made between all parties, and i just dont see that happenning any time soon
also i seriously doubt that a RRHOF induction will happen this year (or next)

We don't know if there are any financial elements because everything changed with the release of Chinese. We only know that they are under contract with Universal/Geffen.:/

well madagas, what in your opinion is the hold up in releasing the new album then?
i think, if there is gonna be a USA tour next year that's our best chance at seeing an album released.
i agree with mrID/faldor/MC/Neemo we won't see a reunion (tho they will be inducted in the RRHOF of that i've no doubt)
but unless Axl wants it, i don't think we'll see a new album either..
it's been fucking ages now since the last leg of the tour ended & Axl could've had Dj in the studio recording parts to old songs - but we've no indication that that has happened. i think that all we know about the next album from Dj's point-of-view is he has sent demo's over to Axl. he has never mentioned going back & adding stuff to the vault the way Bumble did (& the way Bumble spoke of this).
it could very well be Axl is still in that limbo of whether to release the vault or start afresh, a matter of contention we've been debating now for at least a year.
let me put it this way: if Axl isn't the problem (with his pettiness or insecurity) then i just can't understand why it takes GnR so long to release music. i would like some clarity on this issue but it seems to be an impossible question to answer. it is just such a wasteful clusterfuck. forever.

You know, who's saying there IS a hold up to begin with?
Maybe Axl thought late last year that: "Well, 2011 is gonna be all about lawsuits, with the Azoff-thing and the Activision-thing. We might be able to play a few shows in South America. Those countries are sure things! After that, in 2012/2013 we could maybe start planing some NA-shows and maybe release the next album(s)"
So maybe, just maybe, according to Axl, things are right on schedule! Or hey! Maybe even ahead of schedule!!!
