Taking a moment to pose for photos for fans, although ultra-cool, is not the same thing as going to an actual meet and greet and hanging for hours, talking, and signing autographs.
^ Was cool of him to let those people have a photo.
As for the handlers, they have a job to do. Realisticly a guy like Axl runs into a group of fans and could be delayed 30 mins or more by posing for every picture and signing all kinds of stuff. It's that woman's job to get him to where he needs to be.
That's why something like an official meet and greet like that works a bit better, cos it's time the band has scheduled to interact with fans and it's not fans hunting them down and messing with ther personal lives.
Although I can also imagine why Axl may not want to go to such a thing, imagine the onslaught of people he'd have to deal with.
