As much as I complain about album sales, I gotta go with Naltav on this. I don't think moving units is the absolute priority. Universal are just glad to be tied to that back catalog, and having some association with the brand name, which still means big money in merchandising. Axl will still make most of his profits on tours and merch anyways.
I see GN'R today a little bit like the Queen of the 80's & 90's. Granted it was still the original band in Queen's case, but they saw a decline in the U.S. in record sales in the 80's & 90's, "The Game" (1980) really being their last multi-platinum success in the U.S. They stopped touring North America after 1981 I believe too. They still made tons of money touring the Eastern world and cutting several music videos per album. All of their albums continued to go Gold. Despite the amount of classic songs to emerge from that era, there are still diehards to this day that consider it a "downtime commercially".
It's pretty simple. The next album could be Ratt '99 or Axl's Black Album. It really could go either way. Some hit singles would help his cause for radio DJ's to kind of turn around on the whole thing.
Album sales? Regardless, i'm firmly convinced it'll go 250k if it's just dropped. If they tour behind it and cut singles and videos and promo, it might go Gold.

MTV will never go back to what it was. The music lovers all watch MTV2 now and have for awhile. I highly doubt that's gonna change. If MTV wanna go old school, then they need to pump it all into MTV2.

YouTube has destroyed the need for music videos on TV. You can easily look up anyone's video at this point.
As far as your Queen comparison goes, I think that's a pretty good assessment of the situation. Obviously the main difference in Queen's case was that the actual band was still together instead of just Freddie with a tribute band backing him. The other thing is going gold now is a hell of a lot harder than it was in the 80's. Appetite has sold 18 million copies in the U.S. during its 23 years. If the marketplace in 1987 was the same as 2010, that album would have struggled to sell 8 million copies in 23 years even with it being one of the best albums ever. The business just isn't what it used to be.

The only key difference in the Queen comparison, except the original band thing, is that Queen was still immensely popular in their home country.
The difference here is GN'R are/have been a fading act within their own home country, which typically would be a bad sign.
But they still seem to have significant popularity worldwide with Axl-only.

Yeah, I think it's gotten to the point that it doesn't matter what you do and how you do it. How good or bad it is. Records just don't sell anymore. So those saying, a new GNR release won't sell because people just don't care anymore. Well, you're right but even if people cared a great deal, it wouldn't make enough of a difference. I just heard today that Eminem's latest CD sold the most this year at 2 million. I'd like to know the top Rock CD of the year. Does Linkin Park have a new CD out now? They probably still sell well. But for the most part, sales matter less than ever today.

Dude, Em's CD was probably the biggest of the year, barring say a Justin Bieber or Lady GaGa. I don't know their units sold numbers tho.
But if a resurgent Eminem which is all over the place can only go double-plat, it takes alot of work these days.
It's not saying a new GN'R album couldn't go double-plat with the stars aligned, but it'd probably take a few years to get certified there.
