Depends on the rules.
Conventionally, I'll stick with every sports standing board I've ever seen and call it 4th. Think about it... if teams ranked 1-8 make the playoffs, but they all have the same number of wins, the rest of the teams don't make the playoffs because they're ranked 2-7 with 8 teams tied at 1st.
There's generally some tie-breaking rule that keeps people from placing the same anyway. In sports, if teams have the same number of points, they can go with who has the most wins, goals for, etc.

In the Olympics, if there is a tie for second place, both competitiors receive silver medals and there is no bronze medal. If there is a tie for first, two gold medals and a bronze are awarded. There are four places in the example. In this case it's first, second, second, and fourth.
