Oh definitely. TCM2 is a true classic because of it, and has influenced a generation, not to mention making "Chop Top" a household name to horror fans.
Tobe Hooper and Kim Henikel had both said the original concept of TCM1 was for it to be a bit of a black comedy, and that was the intention with the comically psychotic "Cook" and "Hitchhiker", and the plainly bizarre Leatherface. Hooper wanted to make it clear with TCM2, and that's why the volume was turned up.
Henikel tried to do his interpretation, badly, with TCM4, and it didn't come across as black comedy at all, especially adding it this weird government twist. It really wasn't entertaining at all.

It is definitely one of the best. Right up there. I think my personal favorite would be Hawes in the opening of Part VI getting Jason's entire arm rammed through his chest, with his heart coming out the other end, then just dropped. So brutal. Bit over the top, but god damn.
That scene in Jason Goes To Hell where the girl, while riding her boyfriend, gets impaled by a spear, then gets it ripped back up, out of her shoulder is a total classic too.

I liked the bold direction it was attempting to take. Not in and of itself, but they were hinting at things to come. I would love to see an alternate time line where this film was praised by fans and made a lot of money just to see where the next sequels went.
I actually agree. I'm not a big fan of Part V, but i'd be curious to see an alternate universe, where the series would've went on from this concept, just out of curiosity.
They could have easily went in a direction where Jason(or his mother) aren't even a part of the story. Sort of like what Carpenter thought about doing with Halloween. Later in the franchise if you want to introduce the Voorhees plot back into it, have his mom's ghost prowling the campgrounds.
The Jason story was told from I-IV. They actually could have stopped at III and wrapped it up all nice and neat, but IV was a great entry in the franchise.
Nothing else needed to be said.
Part V was basically a trial balloon on the public to see if they might possibly live without Jason, and it was rejected.
So instead we get three zombie Jason flicks, one clusterfuck, and then almost a decade until the next one, which was preposterous.

F13th Part VII...telekenetic chick kicking the shit out of Jason. This was the first of the Fridays I really didn't like and the series (imo) never recovered since.

I think people can argue their points, but overall the reactions to films like Parts VI, VII & FvJ were mixed, and Parts VIII-X are universally hated.
I don't think it could've gotten any worse, that's for sure. I think the Halloween III-moment for F13 was actually the TV series, totally breaking off, and doing an anthology thing. The only problem was, it had NOTHING to do with Friday The 13th, the actual name itself. I still think they should've stuck with the original working title "Friday's Curse".
I think where Part V shot itself in the foot, was it didn't totally re-invent the wheel, like Halloween III did. Instead we get basically the same film, just with a different guy behind the hockey mask. How many films can you do with that? Would it became like the Scream franchise, where every new film saw a totally different killer behind the mask? Because if so, that would've been even dumber than what we got.
Had Part V's concept continued, they might've been able to squeeze another two films out of it, and if the TV series had been more popular at that point, I think the natural progression would've been to just transfer the TV series to the big screen, and each new film would've been an anthology stand-alone with the TV series' premise & cast.
