San Andreas. For me it's not even a contest, I loved VC but for me SA was near perfect, great story, fantastic cities, it just took everything about that was good about VC and improved it.
Judging by most posts I've read in this tournament though I expect this to be a landslide win for VC.

Whoa, tough choice.
I'm going with San Andreas. Better gameplay, better soundtrack, better map.
But Vice City was all about cool, and attitude, and had a great cast, storyline & soundtrack.
Tough choice, but I give the edge to SA. Plus it has Axl as a DJ.
VC was pretty cool though... any game that I can blow shit up in a black Armani suit with sockless loafers, while driving a white Testarossa in Miami... GOOD GAME.

SA does improve slightly on the controls, offer a gigantic map (with no load times during travel like there is with VC) and has better music, but VC was just way more fun.
The story was better, and my favorite part of SA was the gang wars to earn territory which you could only do for a short time before being thrown into a bunch of not so fun country missions. There were some really bad missions in SA - Zero's RC shop especially.
