Don't agree
If anything No More Tears doesn't get the true respect it deserves from the 90's. Ozzy was finished by that point with audiences moving into the grunge era, and at the same time, it's the pinnacle of his career in terms of music. YES, it's better than Blizzard of Ozz. YES, it's better than Diary & Bark. It's the best album he's ever record, LOADED with tons of great rock songs.
Now as for argument, "Best of the 90's", I could understand a disagreement with that. But as far as "Best Rock album of the 90's", it's got to be RIGHT up there towards the top.

Better than Ten? No. Better than the Black Album? No. Better than Superknown? No.
While I always liked Mama I'm coming home, the album did to me what I don't like about Ozzy, just became overproduced. Take a guitar riff from Zakk Wylde, lay down a backing band, let Ozzy sing, and polish it up & sweeten the guitar & vocals. Viola. Overproduced imho.
While there's some bands & albums I'm not much of a fan of up there, they still have the rawness that I appreciate from that time. Whereas this album was pretty dated, doing the same old production techniques that were done prior to 91. Even the Black Crowes debut from 90 had a rawness to it that to me signified change. This lacked it, had it come out the same time as Aerosmiths Permanant Vacation I probably would have liked it a little more. It was hard for me to listen to Enter Sandman or Unforgiven, let alone Rusty Cage or Man In The Box, then get into No More Tears. Also, just not a huge metal fan either.
