I think the drummer is doing a fill that is not necessarily within the correct time frame signature for the song.

Playing it on the PC here so not the ideal listening environment, but I listened to it about 10 times and didn't hear a skip.  There is kind of a syncopated drum fill right there that could be giving you the feeling of a skip.
