What would be the point of another VH tour without a new record?

James, the point would be to get the two bands that have pissed off their fans the most over the last ten years together for one final showdown of contempt.

The only reason for a co-headline, would be to break out the paddles, and shoot a jolt into the heart of a dying GN'R in the states.
It'd be simply a business move on the part of Azoff. Azoff runs these bands, like Vince McMahon runs the WWE.
If you're a wrestler, who's gimmick is dying... what does joining a faction of DX do? It gives you a bump. A push.
That's all this would've ever conceptualized as. By linking GN'R with a HIGHLY successful re-energized Van Halen, allows Azoff to use one of his "brand names" in his stables, to bring back to life another powerful brand name.
The incentive to VH, as Lofton alluded to, would be absolutely NOTHING, and that's precisely the reason it never came to fruition.
I could just imagine Eddie or Dave with a look of confusion on their face going - "and why should we do this?"
And i'd be right there with them.
It'd be like Coca-Cola suddenly teaming up with RC Cola... what's in it for Coke?

And as for Van Halen... VH is not under the issue that new Guns was with CD. VH has a built in audience, that surpasses Guns N' Roses. Don't believe me? There's a reason there's a Guitar Hero: Van Halen, and not a GH or Rock Band: GN'R.
Van Halen always has an ace up their sleeve. They could easily sit for a few years, and do a comeback tour, and it be hotcakes. Hell, they could do a "Best of Both Worlds" tour that would see Dave up front for 50% of the show and Sammy the other 50%, and it'd interest the fan base greatly. They could always put out another GH from their deep catalog, and throw on a few new songs... and tour under it. There's always something there.
And why? Because the primary core of VH is there. Dave, Eddie & Alex. Even Sammy, Eddie & Alex would garner interest.
Guns doesn't have that, because it's not Guns. It's just Axl.
I'm not saying that to be a dick, i'm just saying that it severely cripples Axl's wiggle room with the brand name GN'R. Now that CD's out, there's not really any more aces in the hole, except for one.
If it was a reunited Guns N' Roses... they wouldn't need VH either.
Van Halen needing a 'new' album is completely unneccessary. Just like with a reunited Guns.
But new Guns, needs a gimmick, Azoff knew this. That's where VH came in. But it was entirely one sided in Axl's favor.

I took a visit over to www.vhlinks.com back when the VH/GNR tour was the hot rumor to get a feel for things and 1) they hate new GNR, all except for like 2 people on that board. 2) they're just as miserable as fans as we are. They don't consider the current version of VH real without Michael Anthony.
I know that sounds crazy to us who are relegated to only ONE original member. Also, a large number of their fans had no interest in seeing them do a "greatest hits tour" again. The consensus was that the majority wouldn't go unless they had a new album out. Been there, done that. And I could almost sympathize with them, as I went to see them twice on their last tour(s) and paid the most I've ever paid for concert tickets. And my seats were nothing to write home about.

Their 'disgruntled' fans fill STADIUMS.
Not high school football fields.
Plus for all of the diehard VH fans that were pissed at Michael Anthony's absurd departure (thx Eddie), they were 50x more thrilled at Diamond Dave returning, and many of them pretty much accepted Wolfie. Kind of like Robert Trujillo winning over Metallica fans.
So they're set.
A Van Halen w/ David Lee Roth fans are also not going to be too keen on the idea of Axl Rose's Guns N' Roses. Many of them were big GN'R fans too... but towards the real one. So I can't blame them for that.
But as 'disgruntled' as their fans are, the situation is ENTIRELY different than Guns, mainly based on my first comment.

One back in 200-whatever, some news agency or management or promotion company started to advertize how news would come to the most battered and raped fanbase in the world. Maybe an album, reunion or a new tour. We started speculating and had HIGH hopes it would be GNR. What fanbase has gone thru a more crappy time than us?
Well, turns out it was Van Halen.
The webmaster/in charge guy answered a mail saying he was sorry how we thought it was us. He told us that GNR fans must be second on that list, of battered fans.
