That's a wise phrase. See, the Bills and Bears are bad, but not bad enough to be remarkable in any way; 4-12, 6-10, 7-9, these are just run-of-the-mill bad records. The Lions are bad, but are better than anyone else at being bad. 0-16 is truly remarkable, and that makes them a better team.
Similar to how Roadhouse is the best movie ever made because it was meant to be bad and it accomplished its goal so completely.
