I actually don't think anyone pushed Frank out, he's probably ready to move on with his life.

From Frank's last interview as a member of GN'R (January 2025):
MGM: During your career you’ve taken on a range of projects, both in the studio and live session work. Where do you feel more comfortable out of those two?
Frank: Oh, live. I’m a live drummer. I love being more spontaneous. I don’t do a tonne of recording. I do mostly gigs. I play with different people. I have a band at home called Pssr, P-S-S-R, a punk rock Lower East Side rock n roll band. I like playing live for sure.
MGM: After your DJ set at the Cart & Horses tonight, you’re heading off to Sweden, and then returning back to the US. What is next for you?
Frank: I’ll be back in the States later in January. I would assume we’ll start doing rehearsals sometime in April to get ready for the tour. So, in the next couple of months, it’s just, get woodshed as much as I can, go visit my family back east before I’m gone for a little while, and stuff like that.

Then Slash and Duff posted pictures from GN'R's rehearsal studio in early February - it turns out that they were probably there to audition drummers.

Hypothetically if there were only 2 options and it was frank stays or frank leaves and it’s NOT Matt or Adler, I’d rather Frank stayed.

Kind of a weird situation but that’s par for the course with this band. Not that it really matters but he either came to this decision pretty recently, he was thinking about it but just not speaking about it publicly, or the band felt that it was time for a new drummer all of a sudden.
I mean who knows what really goes on behind closed doors. Could be a lot of legitimate stuff we’re not privy to. Just odd timing and out of the blue. Kind of like when they got rid of Pittman, but that didn’t seem as amicable.

I think it’s a bummer he’s out. The first wheel to fall off in 9 years. And since they’re not going to Matt or Steven, it’s even more lame.

Josh Freese could still be a possibility, even if it’s just these shows this year. Foo Fighters aren’t doing anything anytime soon, as far as I know. I think Grohl is still hiding from the public due to his infidelity.
I remain genuinely baffled that Grohl's infidelity is an issue. He's a rock star, for crying out loud, it's practically in the job description.
Yeah, infidelity is definitely a rock star thing. I just think that Dave has always portrayed himself as the nice guy or good guy of rock, and most definitely a family man. So this taints all that.
And while infidelity isn’t so much an issue, it’s weird for him to do it this late in his career with grown up daughters, who are also a little bit in the spotlight with him, and probably thinking “Dad… WTF???”
It’s kinda bizarre…
Speaking of bizarre - though in typical GN’R style, they’ve gone for NOT Sorum or Adler, but Duff's old Loaded band mate?
Hope he has better chemistry with Slash and Duff than Frank (n)ever did.

So it doesn’t sound like it was really up to Frank. That’s what I figured. It still seems like an odd decision after 19 years. I mean if he’s not the man for the job, why did he last so long? He’s even been playing with Slash & Duff for almost a decade now. Are they just now realizing the chemistry isn’t there? I feel bad for Frank in that sense. Seems like it was a surprise to him and he was preparing for the tour.

Well, going by Matt's autobiography Duff wasn't keen on Frank from the off. So it's probably just that it took this long to get to the point where Slash and Duff were sufficiently settled in the band that they could go, "Get rid of this guy" without Axl pitching a fit and nuking the reunion.
