GNR just didn't have the internal empathy and mutual respect to manage the huge change that Axl wanted to happen in the band.
I think Ax saw what U2 did between 'Rattle & Hum' and 'Actung Baby' and wanted to do this for GNR. U2 were a huge influence on him at the time, he had publically stated that One was one of his all time favourite songs.
U2 nearly broke up during that change with Bono and Edge actually coming to blows. In the middle of their despair 'One' was born one night in the studio and all parties realised that the pain was worth it, agreed to respect each other and work to pursue their evolving new sound. 8 months later they delivered the now legendary album Actung Baby.
Its such a pity that Axl didn't start putting vocals on the band submissions of the time to really help put meat on the bones of the tunes they were working on. It could have changed everything. Instrumentals are great but a voice like Axl with his quality of lyrics (when he bothers) on to of the band could have inspired all to move forward.
I have no problem with CD, its songs, its concepts or its sound. I just see it as an Axl album. This is primarily because Axl has never fought to push the band members he has had as real band members (no group photos, interviews etc).
I still find it hard to believe that some of us get slated for not accepting this as GNR despite the obvious shortcoming above. I have had no trouble accepting new bass players into Metallica over the years because they wre always presented as such.

^^Especially as we all know the songs were mainly written and recorded over a few years back at the start of the decade, not over 10-15 years like the media and not in the loop music fans think.
Yeah, there may have been a 15 year lapse between albums, but it's not like Axl started working on CD in 1993 and worked all the way up until 2008 to get it done. We've all read "Chinese Whispers" here. It's spelled out pretty clearly. Most of the work was done from 1999-2004 or so. Now sure some tweaks were made along the way, but the early demos we heard aren't all that different from the final product, even though many say they prefer the demos.
Now it did take Axl 10+ years to finalize "November Rain", so it's not like he's one to just rip off a bunch of songs on a whim. The delay for this album was much more of a problem in getting it released, rather than the material not being ready. That is, if you want to believe Axl. The other theory would be that Axl had no faith in the lineup or material and didn't feel the material was good enough to be released. I'll choose to believe the former.
